A co-author of the review was Lord Robertson, formerly Secretary General of NATO for four years from 1999. Before that he served as Secretary of Sate for Defence as part of Sir Tony Blair’s cabinet from 1997 until 1999, a year which brought to an end three decades as a Member of Parliament before a life peerage and admission to the House of Lords.
